Requirement-level coverage
Review each requirement against current evidence, scope and limitations. Distinguish support, partial support, missing evidence and contradictions without inventing positive credit.
Human pursuit decisions
Record BID, NO-BID or HOLD explicitly. Preserve the supporting context and human decision history; an AI suggestion is not permission to submit.
Solicitations & amendments
Review source versions, requirements and affected work. Retain existing materials while explicitly reconsidering decisions that need a current evidence basis.
Forms & bid packages
Prepare source-defined form fields, reuse reviewed company facts, and keep unknowns explicit. Attaching an artifact remains separate from determining that an obligation is satisfied.

Unknown aggregate fit is shown as Not assessed, not an invented percentage. A prepared submission package is not the same thing as being qualified to win the work.
Built to be challenged by practitioners
The current Core baseline completed controlled internal workflow validation and a bounded pre-commercial closeout. That is not independent-human certification, production-scale testing, or proof of customer outcomes.
We are recruiting practitioners to test whether the workflow is useful outside that controlled setting.

Does Lucevia discover live opportunities from government sites?
Not in this evaluation. Search is literal against saved local opportunities supplied by the evaluator. Live external connectors and broader search-quality claims are outside the current tested scope.
Does it automatically certify qualifications or submit bids?
No. Source interpretation, evidence sufficiency, pursuit decisions and submission authorization require human judgment. Internal human-reviewed results do not establish autonomous classifier accuracy, legal compliance or award probability.
What has and has not been validated?
Controlled local workflows, selected security and evidence controls, persistence, and regression behavior were tested internally. The same assistant participated in implementation and evaluation; no independent-human or strictly blinded validation claim is made. Live providers, certified translation quality and production-scale behavior remain outside that evidence.
Is Lucevia the same product as PEIS?
No. Both are products of PEIS Intelligence LLC. PEIS focuses on project records and evaluation. Lucevia focuses on opportunity qualification, pursuit decisions and proposal preparation. Their evaluation programs are separate.
